The reporting period marked the first year of existence of the Procurement Network of the High-level Committee on Management. During this period, the Network focused on aligning its inter-agency efforts with those of the Organization at large. The harmonization of procurement processes and practices in support of field offices, with a particular focus on the project offices in delivering-as-one pilot countries, was central to the work of the Network.

A project on harmonization of procurement in the field, which was completed in 2012, delivered inter-agency procurement guidelines and identified elements in organizations’ policies and procedures that required alignment to ensure that collaboration in the field could be optimized.
The High-level Committee on Management strategic plan for 2013-2016 identifies harmonization and simplification of business practices as a core activity of the Committee. In this context, the plan focuses on common and shared services, improved common procurement practices, and other initiatives to improve efficiency and effectiveness of the United Nations system.
