CEB: Year-long United Nations system-wide human rights advocacy campaign 23.02.2017

The Chief Executives Board considered a proposal for an initiative, under the leadership of the Secretary-General, for a year-long United Nations system-wide human rights advocacy campaign to commemorate the sixtieth anniversary of the Universal Declaration of Human Rights.  The United Nations High Commissioner for Human Rights requested that United Nations organizations situate their own work within the scope of the Declaration and offered the assistance of her office to CEB members in developing their own celebrations and commemorations over the year, to demonstrate that the United Nation

CEB addressed the issue of human rights at its fall 2011 session and, subsequently, took concrete steps to strengthen the integration of human rights into its work and that of its subsidiary bodies at its spring 2012 session. Phumzile Mlambo-Ngcuka is United Nations Under-Secretary-General and Executive Director of UN Women. The electoral assistance provided by the UN system can be grouped into three categories: technical assistance; the organization and conduct of elections; and observation or monitoring of elections and participation, where elections are expected to play a significant role in the peacebuilding phase of political negotiations. While technical assistance tends to be provided in politically stable contexts, the organization and conduct of elections takes place almost exclusively in post-conflict conditions.

CEB: Humanitarian security and social stability 23.02.2017

Although not necessarily obvious at first sight, with a crisis now hitting the real economy and virtually all spheres of society, the world as a whole could rapidly become a much more dangerous place to live in. This, in turn, could exacerbate the overall impact of the crisis and hamper recovery plans, feeding back more humanitarian, security and social instability and leading the world into a worrying vicious circle.

The Millennium Declaration commits the nations of the world “to promote democracy and strengthen the rule of law, as well as respect for all internationally recognized human rights and fundamental freedoms, including the right to development.” In it, world leaders resolve “to strengthen the capacity of all our countries to implement the principles and practices of democracy and respect for human rights.”

DPA Annual Report 23.02.2017

 In its latest Annual Report to Donors, the Department of Political Affairs (DPA) highlights activities supported with voluntary contributions during 2011 – ranging from the early planning of the UN’s mission in Libya to electoral assistance for countries in transition in the Arab world . Extra-budgetary funding also supported the UN’s mediation of a key transition accord in Yemen, the activities of a high-level panel that encouraged a peaceful referendum in Sudan, and UN-supported dialogue on defusing tensions in Malawi.

GA res. 48/141 (1993) established the post of High Commissioner for Human Rights to promote and protect the effective enjoyment by all people of all civil, cultural, economic, political and social rights, including the right to development. It further held that the High Commissioner should function as the UN official with principal responsibility for global human rights efforts. The High Commissioner acts under the direction and authority of the Secretary-General. GA res. 48/141 (1993) lists the activities that comprise the High Commissioner's mandate.
