CEB: Emerging issues on the Chief Executives Board agenda 15.06.2016

The Board reviewed the emerging global food price challenge and agreed on a common strategy in support of developing country governance to confront the crisis. CEB was of the view that the multifaceted challenge needed to be addressed in the short, medium and long term. The United Nations system would, in the short to medium term, cooperate in crisis response, development of emergency safety nets and social protection for the most vulnerable, and on rapid employment and income-generation programmes.

During the reporting period, the United Nations development system actively promoted the building and strengthening of the relationships between headquarters and country teams in order to enhance coordination in crisis and post-crisis related processes. In response to a request made by the Secretary-General’s Policy Committee on 23 July 2008, recommendations were developed for enhanced capacity of resident coordinators in crisis and post-crisis countries. These recommendations were approved by the United Nations Development Group on 2 June 2009 and by the Secretary-General’s Policy Committee on 1 December 2009. During the reporting period, several million dollars were raised for this initiative, and the first allocations were made in early 2010 to seven countries.

 In response to General Assembly resolution 62/208, the United Nations Development Group continued to provide direct technical assistance to the implementation of post-disaster and post-conflict needs assessments, strengthening the effectiveness of its methodology as a common platform for joint planning and response to crisis and post-crisis situations. During the reporting period, the assessments were held in Yemen, through which a recovery plan, “joint initiative for Saada”, was prepared.

Since the adoption of the 2007 triennial comprehensive policy review, substantial progress has been made in developing the necessary policy frameworks to strengthen the effectiveness of United Nations operations in support of countries in transition from relief to development. Those frameworks, which include policy on the integration of efforts, are set out in the report of the Secretary-General on peacebuilding in the immediate aftermath of conflict (A/63/881-S/2009/304).
