Business Practices address operational matters that can be harmonized and strengthened at the system-wide, inter-agency level in the fields of human resources, finance and budget, information and communication technology and procurement. This section contains reports for each project in the four thematic areas of ICT, Procurement, Finance and Budget and Human Resources.

Vendor Eligibility Project

The objective of the project is to develop a model administrative procedure for use by UN organizations that allows for the introduction of a common decision mechanism to be introduced for the handling of suspect vendors; recording and knowledge sharing facilities within the UN procurement portal, The UN Global Marketplace (UNGM), which allows for the systemized sharing of the decisions made on suspect vendors by any UN organization amongst the entire UN procurement community; a training and communication programme launching and implementing the initiative.

Support to UN Country Teams

The aim of the project was to provide support to UNCTs to use and integrate operations concepts into the programming process in the field. This was found necessary during the joint mission of the HLCM and UNDG to identify bottlenecks to collaboration in the area of operations in Delivering as One. A second phase to enhance implementation of this project has been approved for funding

Common Treasury Services

In 2008 the HLCM Finance and Budget network endorsed a Feasibility Study as a first step towards greater harmonization in treasury services across the UN system. It is expected that common treasury services can be an opportunity for savings in the areas of banking services, payments, foreign exchange and investments. The feasibility study was funded by the HBP. The project consisted of two components, the first component focusing on the development of a web-based knowledge-sharing platform for UN treasurers (Treasury Community of Practice – TCOP) and the second component a Feasibility Study on common treasury services was carried out by a consulting firm.

Vendor Registration

This project led by the Procurement Network aims to simplify the registration process for UN Procurement in order to increase the number of vendors to compete for UN procurement contracts.  The project uses the UN Global Marketplace as its platform.

Harmonizing Banking Services Across the UN System

Following up on recommendations from the Feasibility study of on the harmonization of treasury services, the Treasury Services Working Group has embarked upon a project to consolidate banking services in the UN system.  The project aims at negotiating joing contracts with major banks to capaitalize on the combined strenght of the UN system.  In addition to global contracts, the project will also focus on large volume duty stations with the eventual aim of global coverage.

Harmonization of Vacancy Advertisements and Selection Process at Country Level

The project responds to concerns raised by Delivering as One pilot countries on human resource management related to national staff.  Under the leadership of UNESCO, the project seeks to develop standarize vacancy annoncements, harmonized recruitment criteria and common selection tools and mechanisms.  It will contribute to streamline the sourcing and hiring process of staff locally and increase collaboration among UN agencies at the country level.  Uruguay and Vietnam have been selected as pilot countries.

Procurement Process and Practice Harmonization in Support of Field Offices

The Procurement Network project on harmonizing procurement in the field came a long way towards defining the changes needed in policies and procedures to support teams carrying out procurement jointly.  The project, designed to be completed towards the end of 2012 finalized much of the preparatory work in 2011 and this is reflected in the donor report. A second phase to enhance implementation of this project has been approved for funding

UN Semantic Interoperability Framework for normative and parliamentary documents (UNSIF)

The Secretariat of the High Level Committee on Management (HLCM), the UN Department for General Assembly and Conference Management (UN/DGACM), and the Food and Agriculture Organization of the United Nations (FAO) are jointly leading the inter-agency work on document standards. In late March 2017, the High Level Committee on Management adopted the UN Semantic Interoperability Framework for normative and parliamentary documents (UNSIF), which includes Akoma Ntoso for the UN (AKN4UN) and the UN System Document Ontology (UNDO). The adoption of UNSIF put the foundations for the establishment of a UN-wide ecosystem of machine-readable documents that will foster collaboration and reduce costs in information management across the system by transforming the web of information enclosed in traditional word processing documents into a web of data that can be interpreted by computers to create innovative services.

Common ICT Costing and Benchmarking

The ICT Network project on ICT costing is an important step to help organizations plan their ICT expenditures. The project, originally expected to be completed in mid 2012 has since been extended to October 2012 at which time it was operational closed. UN System-wide Financial Statistics Database and Reporting System

Scheduled to be completed by mind 2012, the CEB secretariat is responsible for the implementation of the project on financial statistics. This will automate and improve data collection and presentation of data on finances throughout the system. Much of the preparatory work was completed in 2011 and the system was made operational for 2012. Its output can be seen in the statistics section of the website.
